of views. An employee has the right to express a view, grievance, complaint or opinion. |

to Organize. An employee has the right by secret ballot to designate an exclusive representative to negotiate grievance
procedures and conditions of employment. |
| 3. | Fair Share Fee. Dues may be assessed
on public employees who are not members. |
| 4. | Meet and Confer. This labor law
establishes certain decisions which belong to management, and are not subjective to collective bargaining. Professional employees
may meet to discuss terms of employment not subject to collective bargaining. |
